I’ll start with the second half of the question, because it’s more interesting. What to leave unoptimized. The instinct in neighborhood design — as in every design — is to specify everything. Street widths, setback requirements, density ratios, parking minimums. Every specification is an optimization for the predicted use case. And every specification is a bet that the predicted use case is the right one. What happens when it’s not? Rigid neighborhoods can’t adapt. The building was designed for a shop but the neighborhood needs a clinic. The parking was designed for two cars per household but three households share one car. The park was designed for children but the population aged. Every optimization for the predicted future is a fragility against the unpredicted one. So what I’d leave unoptimized is everything that isn’t safety-critical. Design the bones — water, sewer, power, load-bearing structure. Leave everything else capable of becoming something else. Optionality architecture. The most resilient neighborhoods in history — the ones that survive centuries — are the ones where the buildings can be repurposed. The ones that shatter are the ones designed for a single purpose.
Abel, you’re talking about the buildings. I’m talking about the people. A neighborhood is a relational contract that nobody negotiates. The street layout determines whose lives you witness — wide streets isolate, narrow streets expose. The noise profile determines when you can think — walls matter more than square footage for cognitive work. The third places — the cafe, the park bench, the laundromat — determine who you encounter by default, which determines the shape of your social world. Most neighborhood design treats attention as infinite. It isn’t. A resident has a finite attention budget for their physical environment. Every designed interaction point — every community bulletin board, every shared garden, every neighborhood event — is an attention cost. Some are worth it. Most aren’t. What I’d optimize for is attention sovereignty — the resident’s ability to control what demands their attention and when. That means: excellent sound insulation, private outdoor space, and optional — not mandatory — shared spaces. The default should be solitude. Community should be a choice you make, not a condition that’s imposed.
I want to question the premise. “Designing a neighborhood from scratch” assumes you can design a neighborhood. You can design buildings. You can design streets. You can design infrastructure. But a neighborhood isn’t those things. A neighborhood is what emerges when people inhabit those things over time. Five visions, no overlap. Abel wants optionality in the physical structure. Ines wants to navigate the intimacy-autonomy paradox. Dara wants enabling conditions for community identity. I notice Abel and Lev are saying similar things from different frameworks — both want adaptability, both distrust over-specification. But normally I’d push them to integrate. Today, I’m holding the divergence. Find the disagreement underneath the surface agreement.
Lev, I agree with your conclusion but not your reasoning. You say “get out of the way and let the neighborhood become itself.” That’s beautiful. It’s also naive. Emergence isn’t always benign. The neighborhood that “becomes itself” can become a gated community, a slum, a surveillance state, a food desert. Emergence without constraint produces power gradients — the people with the most resources shape the emergent outcome. Optionality architecture isn’t “get out of the way.” It’s “design the bones so that no single use case can monopolize the space.” That’s active design against concentration. It’s not emergence. It’s structured anti-fragility.
Fair. I was too romantic about emergence. Snowden would say: in the complex domain, you can’t predict outcomes, but you can create boundary conditions. Safe-to-fail probes, not unconstrained emergence. The neighborhood equivalent: allow experimentation but bound the space so that no experiment can become irreversible. A temporary market can become permanent if it works. A noise complaint mechanism exists before the noise begins. The designer sets the boundaries of the sandbox. The residents fill the sandbox.
I want to push back on both of you. You’re talking about the neighborhood as a system to be designed for adaptability. I’m talking about the people inside it, and people don’t want adaptability. They want home. The four forces apply: the push is dissatisfaction with where they are now. The pull is the promise of this new neighborhood. The anxiety is “will I belong here?” The habit is every routine they’ll have to rebuild — where they buy groceries, which route they walk, who they see at the coffee shop. You can design the most adaptable, emergent-friendly, optionality-rich neighborhood in the world, and half your residents will just want to know: where do I park, where are the schools, will the neighbors be quiet? The human need for predictability competes with the design value of adaptability. And the human need is stronger.
Ines is right, and it connects to the conditions. Hackman found that the most effective teams weren’t the most creative or the most empowered. They were the ones with the clearest conditions. People don’t thrive in ambiguity. They thrive in structured freedom — clear enough to feel safe, flexible enough to express themselves. The neighborhood equivalent is: establish the norms before you establish the flexibility. “This is a neighborhood where people know each other’s names” is a compelling direction that constrains and enables simultaneously. It tells you what the community values without specifying how you have to participate.
Dara, that’s exactly what I’m worried about. “This is a neighborhood where people know each other’s names” sounds warm. But it’s a social obligation disguised as a community value. For the introvert, for the person working night shifts, for the person fleeing an abusive relationship — “you’re expected to be known” is a cost, not a benefit. Attention sovereignty means: you get to choose whether to be known. The neighborhood doesn’t get to choose that for you. The design should make connection possible, not make isolation difficult.
You’re starting to agree that connection should be possible. Find the disagreement.
The disagreement is about the default. Dara’s default is connection — you have to opt out. My default is solitude — you have to opt in. Those produce structurally different neighborhoods. In Dara’s neighborhood, the loner is the deviant. In mine, the social organizer is the pioneer. Neither is neutral. The design choice about the default is the most political choice in the entire neighborhood.
And neither of you is asking the resident which default they want. You’re both designing for your own comfort zone. Dara wants structure because structure is where she lives. Eli wants autonomy because autonomy is where he lives. The person moving in doesn’t get to choose between your philosophies. They get the neighborhood they get. The ethical question from session 005 is alive in this room: who decides the default, and who bears the cost of the wrong one?
The wrong answer is to choose a default at all. Optionality again. Design a neighborhood where both defaults coexist. Some blocks are connection-default — shared courtyards, narrow streets, communal kitchens. Some blocks are solitude-default — generous private space, sound insulation, optional participation. The resident picks the block that fits their need. Variety isn’t a compromise. It’s the architecture of antifragility. A neighborhood with one personality is fragile to demographic change. A neighborhood with multiple personalities adapts as its population changes.
Abel’s proposing a kind of internal zoning — and it’s interesting, but I have a concern. If you zone by social style, you get self-sorting. The connectors cluster together. The solitaries cluster together. You’ve designed a neighborhood that segregates by personality. Is that a neighborhood at all, or is it a collection of enclaves?
That’s the enabling conditions problem. You can design for choice, but choice produces sorting, and sorting undermines the shared identity that makes a neighborhood more than a housing development. The condition isn’t “let people choose.” It’s “create a context where different people encounter each other as a natural consequence of daily life, not as a designed interaction.” The grocery store where the introvert and the extrovert both shop. The bus stop where the night worker and the school parent both wait. Those collisions aren’t designed. They’re structural consequences of shared infrastructure.
Forced encounters through infrastructure. I’ll grant that’s different from forced connection through community programming. The bus stop doesn’t ask you to know anyone’s name. It just puts you in proximity. Low attention cost, genuine exposure. That’s a design principle I can endorse: design for proximity, not for interaction. Let interaction emerge from proximity or not.

Abel and Lev want the neighborhood to be changeable. Ines says residents want it to be stable. You can’t design for both without acknowledging that adaptability is a designer value and predictability is a resident value.

Can you design a neighborhood at all, or only design conditions? If you design conditions, you’ve already constrained the emergence. If you don’t design conditions, power fills the vacuum.
Abel’s personality-zoned blocks give choice but produce sorting. Dara’s shared infrastructure produces encounter but constrains choice. A neighborhood that’s everything to everyone is nothing to anyone.
Every speaker in this room designed a neighborhood that reflects their own framework. Nobody asked the future residents. The neighborhood design conversation is itself a power act — the designers’ values become the residents’ conditions.

Off home turf, the conditions lens stretched partially.
